Remove Babel Related Features (#1123)

Vite 8+ can handle React Refresh Transform by Oxc and doesn't need Babel for it. With that, there are no transform applied that requires Babel. To reduce the installation size of this plugin, babel is no longer a dependency of this plugin and the related features are removed.

If you are using Babel, you can use @rolldown/plugin-babel together with this plugin:

Fixed in commit b29371a. The test failures were due to several breaking changes in vitest 4 and vite 8:

  1. messaging tests (subscribeToNotification failing): vitest 4 renamed the resetMocks config option to mockReset. Without it, mock implementations from sendRequest tests leaked into sendNotification, causing a stale window.postMessage({id: undefined, error: "DummyError"}) to fire during subscribeToNotification.

  2. deploy-pane tests (constructor error): vitest 4 no longer allows arrow functions as constructor mock implementations. Changed vi.fn(() => mockClient) and the ResizeObserver mock to use regular function() syntax.

  3. deploy-pane snapshots (non-deterministic): happy-dom 20.x now renders shadow DOM content in snapshots, including Lit template hash comments (<!--?lit$NNNNN$-->) which are generated via Math.random(). Fixed by seeding Math.random to a fixed value in setupGlobals.ts before Lit loads, then regenerated all snapshots.
