[Enh]: Support Vector data type (PostgreSQL)

An implementation of the Vector data type has been added for MSSQL. The PRs related to it are #3677 and #3714. With those PRs we also add support for array data types both in GraphQL and REST so adding the implementation for the Vector data type in PostgreSQL shouldn't be as complicated.
