…t conflict test BuildTheRequiredServices set both Authority and Instance/TenantId, tripping the new ThrowIfAuthorityConflict check. Configure Instance/TenantId only. Re-add the changes introduced in #3873 and reverted in #3888 to avoid breaking partner teams. Now re-introducing the changes, to be merged once the impact on partner teams is understood.
Reverts #3888.
