docs(999.70-01): update author roster + add canonical BMC 2010 bib entry

- tutorial.bib: add @Article{Hildebrandt2010BALL} (BMC Bioinformatics 11:531,
  2010, DOI 10.1186/1471-2105-11-531) — the canonical BALL citation per README
- tutorial.tex \author{}: expand the ~2010 roster with the canonical-citation
  contributors (Rurainski, Bertsch, Schumann, Toussaint, Stoeckel, Nickels,
  Mueller, Lenhof); no existing names dropped; TODO marker left to confirm the
  current maintainer set at UAT
