Updates the Android example app FOREGROUND_SERVICE_LOCATION manifest permission (#1705)

* Updates Android package by adding FOREGROUND_SERVICE_LOCATION to the Android manifest

* updated project

* Removed new version number. This does not need to be released since it is the example app.
