feat(wasm-utxo): update dependencies in Cargo.lock

Update Rust crate dependencies in the project, including critical libraries
like bitcoin_hashes, bech32, and wasm-bindgen. Added configuration in
deny.toml to handle hex-conservative duplicate versions.
