feat(wasm-privacy-coin): publish JAR to GitHub Packages

Enable end-to-end CI/CD for wasm-privacy-coin JAR publishing to
GitHub Packages Maven registry via semantic-release. Changes include:
- New .github/maven-settings.xml for GitHub Packages auth
- packages: write permission + JDK setup in publish workflow
- @semantic-release/exec + @semantic-release/github plugins added
- .releaserc.json configured to run mvn deploy:deploy-file on release
- distributionManagement added to pom.xml
