Smart Custody 2.0

See the old TODO file for our previous thoughts on a new iteration of Smart Custody, which were an additive update. This new #SC2.0 is a larger-scale reimagination meant to more tightly align the book with a specific audience, while also acknowledging the challenges in getting that audience to follow a complex procedure like the previous multisig procedure.
