Add option to resize large images during import

Add a Filter Parameter to the ITK::Read Image or ITK::Import Image Stack to resize images for the user and to also automatically convert to gray scale from RGB.

I'm happy to help write the filter, I just need to be pointed in the right direction in the ITK filter list.
