* chore(deps): regenerate lockfile to remove invalid override

Dependabot's generated lockfile contained a phantom pnpm override
(vite@<=6.4.1: '>=6.4.2') not present in package.json, causing
--frozen-lockfile installs to fail. Regenerating the lockfile
resolves vite back to 5.4.21 per the package.json constraint.

* chore(lint): disable react-refresh/only-export-components for ui components

eslint-plugin-react-refresh 0.5 tightened the rule, surfacing warnings
on shadcn ui components that legitimately co-export sub-components and
constants. HMR optimization is not relevant for these vendor-style files.
