Some users use this to figure out the CFLAGS/LDFLAGS required to link against pcre2. Make it available in the -dev target and make sure the paths it returns are correct.
As in par with Linux building uboot is a common task. Again, there may be vendor provided bsp's with custom uboot sources. Add some general helper functions for building uboot and its dependencies.
Add a generic uboot builder. This can be used to build uboot in some default config provided by the uboot sources. Custom configs are supported with the UBOOT_CUSTOM_CONFIG/UBOOT_CUSTOM_CONFIG_PKG variables. Also move utils::uboot-tools here, because they are build out of the same sources and we don't want to manage two different build recipes for that.
