Why is Flash Player Debugger unresponsive for a long time upon launch?

My Flash project always hangs for about 7–10 seconds at startup, even if it's a blank swf.
Anyone could tell me why?

What happens if you click the debugger pause button while Flash Player is not responding?

Then debugging will stop immediately as usual.

And if I trace something, I can get the output immediately, but I still cannot interact with the content. fscommand calls wait for the window to respond before taking effect.

If you open a SWF file manually by double-clicking it in explorer or whatever, does it do the same thing? Or is it only when the debugger is used?

If I start debugging the Flash project, the Flash Player Debugger starts immediately but remains unresponsive for about 7 seconds.

If I double‑click it in Explorer or run it via the command line, the Flash Player Debugger is delayed in starting for about 5 seconds, then I can interact with the Flash content immediately.
