Create an Outline of the RL curriculum

Why

We need to decide on the scope of topics covered in our RL content and how it will be structured.

Specifications

Create an outline of the RL curriculum, including the algorithms/topics covered, the sequence order they are presented, and the problem/data to use to teach/demonstrate each topic.

Determine the following:

• The algorithms/topics to cover
• The ordering of topics (e.g., topic A -> topic B -> etc...)
• The problem/data to use to teach/demonstrate each topic and use in the associated challenge(s) (e.g., home price prediction to teach linear regression)

Next step after completion of the above:

• Once the topics and structure are set, create an issue for each topic/algorithm to document progress. The issue should describe the topic and detail the specifications needed to complete the content for it (e.g., lesson(s) structure and notebooks, data/problem to use, challenge structure and notebook).
