[WIP] Fix annoying notifications for media players

• Investigate where VLC connection error notifications are triggered and how player whitelisting is applied
• Run baseline lint/tests to capture current repository state before code changes
• Implement minimal logic so disabled/non-whitelisted players do not trigger repeated connection-error notifications
• Add or update focused tests covering notification behavior with player whitelist/disabled players
• Run targeted tests and any required lint checks for touched areas
• Run security check and finalize
