Need to move build to PBS job

Conditions for jobs on login nodes for Gadi have been changed. This means CABLE does not compile on login nodes anymore. We need to wrap the build into a PBS job.

In the meantime, running benchcab from an interactive session works.

CABLE is building on the login node from my end. Although as discussed, it could depend on the load in the login node. To make the compilation robust, we have the following options:

1. Always compile on PBS by default (using hpcpy). Potentially have flag for local compilation (hence faster turnaround time)
2. Submit PBS jobs only on login nodes? (if running on interactive job, then no need)

Also check running benchcab from ARE environment.
