Fixes #284

See corresponding PRs in narrative generator, apollo server, and the @dmptool/types repos

• Update both Question and Answer components for researchOutputTable types to use the commonStandardId

How Has This Been Tested?

Verified that I was able to create/update/delete research output type questions, publish the template, create/update plans based on the new template
