Update the EzidPublisher Lambda so that it sets the registered timestamp on the DMP record. It is currently set when the DMP is created, but that is inaccurate. We will want this in place prior to building out the PlanBuilder in the new system. It allows us to know whether or not the DMP is a draft/mock or a registered DOI.
