Remove DAG maxtext_multi_tier_p2_checkpointing for duplicate Orbax tests (GoogleCloudPlatform#967)

This change removes the DAG `maxtext_muti_tier_p2_checkpointing` since the test is covered by some Orbax DAGs already. ( e.g., `maxtext_emc_and_mtc_orbax_save_local`) This reverts commit 4e50b30afdf375dde81f2839fafbc728c883030f. Ticket: b/451518922
