pre-PR commit (see details) [WIP]

- Adds datetime support instead of just year basis
- Renames YearlyRiskTrajectory to RiskTrajectory
- Overal change from "year" to "date" in variables/attribute/naming
- Cleans up unused functions
- Removes instance existing checks
