This is to support IderDown / Excellerator / API functionality that provides overlaps functionality across datasets for point datasets like GNAF when related to Polygon datasets e.g meshblocks. Some datasets have been built by other means e.g existing GNAF MB GNAF CC linksets but this process should be automated in the future
