[ Safari: iOS ] Preview lags in low-light conditions

In low light conditions the iOS video preview & recording will drop to a very low framerate. This is most likely a core issue with Safari & WebRTC as it lags even when not recording.

Perhaps potential fix is within MediaTrackSettings?
