[BUG] GetFeature Info empty and error

Current Behavior
A concise description of what you're experiencing.
When we have getFeatureInfo response empty or in error the value appears in details panel

Expected Behavior
A concise description of what you expected to happen.
When response is empty layer should be diable
When response is error, layer should be in error

Steps To Reproduce
Steps to reproduce the behavior:

1. Go to https://canadian-geospatial-platform.github.io/geoview/public/layers-navigator.html?config=./configs/navigator/layers/wms.json
2. Click on map
3. Details panel
4. See layer with empty respnse and when Mundialis work, see the error response
