Summary

add a workflow to publish the backend Docker image to GHCR
reuse the existing packages/openmemory-js Dockerfile and Buildx cache path
support both tag-based release publishing and manual workflow_dispatch

Testing

python YAML parse of .github/workflows/publish-docker-image.yml
