build(deps): move to Python 3.10

Upgrade to Python 3.10, this will likely require new videos as error messages and such will have changed slightly.

@mixmixmix turns out that Anaconda still defaults to 3.9.7 (you can upgrade I think but that's just an extra step to go wrong lol).
