Adds broader tests for backoff, retry (including cancel during backoff), bulkhead, timeout, pipeline/Execute/WithFallback, and failure windows; splits non–circuit-breaker cases into focused files under testutil. Tests and layout only—no production code. Ran go test ./..., go test ./... -race, and go vet ./....
