[BUG] Changing profile photo

Description

When you change your profile in the B1 mobile app someone is supposed to get notified so they can approve the change. I tried to change my photo and as far as I can tell no-one is getting notified. Is the domain administrator the one who is supposed to get notified? If there is more than one domain administrator should they all get notified?

Steps to Reproduce

sign in to the mobile app (the web app or the old B1 app) click on your photo, change the photo, scroll to the bottom and click "submit for approval".

https://admin.b1.church/mobile/b1-mobile - You'll need to set a directory approval group here. Without it the pending changes just show up on the Dashboard page for admins.

Also, if you have Edit People access, you bypass the approval process since you have permission to approve.
