Description

When using aci_bulk_static_binding_to_epg to delete static bindings for a non-existing EPG, the latter is created.

Expected Behavior

EPG should not be created when deleting static bindings for a non-existing EPG.

EPG is created when deleting static bindings for a non-existing EPG.

Currently there is work being done on rework of this module, see #822. Let me raise the question in this PR to see if we can identify and fix this issue in that PR.
