chore(deps): update Python development tooling

[cloudingenium-automation]

Summary

• update mypy 1.19 to 2.2
• update types-requests, pre-commit, pytest-asyncio, and pytest-cov to their latest stable lines
• keep runtime dependencies unchanged

Validation

• clean Python 3.13 editable install
• Ruff lint and formatting checks passed
• mypy strict passed for all 36 source files
• 230 tests passed with 80.44% coverage
• sdist and wheel built successfully
• pip check and pip-audit: clean

Risk and rollback

Changes are limited to optional typing/development dependencies. Revert this commit to restore the previous tooling set.
