Add vehicle voxels and rain shp files (#923)
* Add files via upload * Update art_cncnet.ini - add multiple cameos/voxels * Add files via upload * Update art_cncnet.ini * resolve * Add files via upload * Rename EMPBOLT4.shp to game-assets/EMPBOLT4.shp * Rename EMPBOLT3.shp to game-assets/EMPBOLT3.shp * Remove snow entry and relocate EMPBOLT1, EMPBOLT2, EMPBOLT3 * Move community files to cncnet community subdirectory * Fix Typo * Character casing cleanup * Update art_cncnet.ini Clean up whitespacings * Include NZEP and restore TSTLEXP animation * Add template buildingtypes entries for new vehicles * Update rules_cncnet.ini Animations list * Add new vehicles to WAE * relocate kargregdes.pal to community pack directory --------- Co-authored-by: RAZER <79311432+CnCRAZER@users.noreply.github.com>
