Kickstart the CodeStorm Hub portfolio website by creating a boilerplate Next.js project with Tailwind CSS and Radix UI integration.

Tasks:

• Initialize a new Next.js app (using create-next-app).
• Set up Tailwind CSS following the official guide.
• Install and configure Radix UI Primitives and Radix Themes.
• Add example usage of Tailwind and Radix components in a sample page.
• Add initial README with setup instructions.

Acceptance Criteria:

• Repository contains a working Next.js app with Tailwind CSS and Radix UI integrated.
• At least one page demonstrates both Tailwind and Radix components.
• README explains how to start and develop locally.
