Add updated review steps for TV Project Template

• Adds summary of requirements for reviewers
• Adds updated review steps in the readme
• Update the relevant backlog tickets
  • level 0 - change deployment section
  • level 500 - add a review section
• Update the repository template issues templates to allow for reviewing projects
• Make sure the portal has a submission step for this project
• Communicate with reviewers to ensure they know how to find projects awaiting review / how to review this one
• optional - update trainee tracker to track this (if it's already captured in the portal this may not be necessary)
• optional - Update link deployed after reach level 500 for TV-Show curriculum#1845 and that guidance is updated to use github pages
