Implement a "Create Project" button in the Admin Dashboard

• For the beta version, implement a "Create Project" button that, on click, should create a new section in the ProjectManager component accordion (Create the Project Manager Component Frontend #37)

• The "Create Project" button should then turn into a "Save Changes" button -- if no data has been inputted to the project, the project should not be saved.
• There will be an editable "Untitled Team" text box, as well as two drop down buttons to add project leads or members.
• On pressing the "Save Changes" button, all data should be stored in the backend, and the page should now display the new project in the accordion.
