[draft proposal]: replace `jest` with `vitest`

vitest is more modern and is starting to be the de facto standard for new projects.
also it's much faster and easier to learn than jest.

cons:

• it brings vite as part of its dependency, but since it's a dev dependency it doesnt really matter much
