Flyouts opened from collapsed RibbonCollapsibleGroup show underneath group popup

Describe the bug

In a ribbon collapsible group, when the group collapses and you try opening a flyout from an element inside that group, it'll slow the flyout underneath the group's own flyout

Steps to reproduce

Minimal repro can be found at https://github.com/IviriusMain/ToolkitRibbonIssue/blob/master/ToolkitRibbonIssue/MainWindow.xaml

Expected behavior

Flyouts opened from within in a collapsed Ribbon flyout should show on top of the Ribbon's flyout, not underneath.
