Some discussion on #600

There was a lot of nuance here that got complicated between packaged/unpackaged world of WinUI 3. This is why we focused so much more on controls for 8.0 over general platform helpers. Especially with other projects like CsWin32 and WinUIEx providing other lower-level fills for WinUI 3.

Just started migrating a UWP .NET Native app to UWP with .NET 10 and immediately discovered SystemInformation was missing on the latest version of CommunityToolkit. Please bring it back!
