Can we emphasize action rather than entity? #8

What kinds of questions could we answer if we emphasize action first, rather than entity?

If I'm not mistaken, this week's readings point to identifying named entities as the primary step in information extraction; in fact, Jurafsky and Martin 2017 define relation extraction as "find[ing] and classifying semantic relations among the text entities."

So, I'm wondering what might be different if we make verbs/action our focal point in thinking about relational data. In political science, for instance, we could answer questions like “Is phenomenon X more prevalent under institutional arrangement Y or institutional arrangement Z?”
