Improve Ray dashboard with enhanced filtering and performance optimizations (DataDog#21111)

- Replace host/node template variables with node_ip for better node identification
- Update all queries to use proper template variable filtering instead of wildcards

These changes improve dashboard performance, provide better data filtering,
and enhance the overall user experience when monitoring Ray clusters.
