* Add PipelineRun TaskRun duration metrics and refactor test setup

* Introduced new metrics for TaskRun duration in metadata.csv.
* Refactored the test setup in conftest.py to make it more reliable. We now wait until the entire setup is ready to run the agent instead of relaying on waiting a given amount of time.

* Force check log conditions in tests for specific service
