Updated the description for the idle_in_transaction_time metric to clarify it represents cumulative time spent idling in transactions.
* Remove legacy commands superseded by native ddev equivalents - delete tooling/commands/clean.py, config.py, test.py - delete tooling/commands/validate/all_validations.py, licenses.py - delete tooling/commands/agent/ (only contained requirements.py) - delete tooling/clean.py (helper used only by deleted clean command) - remove entries from tooling/commands/__init__.py and tooling/commands/validate/__init__.py * Add changelog
