Evaluator crashes when package cannot be found

If a job gets stuck in the queue but the package is no longer available, flexirest will get a 404. The evaluator then crashes.

In whcih case the package becomes unavailable ?

It happens in staging because I sometimes terminate the evaluator, then when I restart it, the package is gone but the db entry for the job is still there.

It could also happen if there's a temporary network problem.
