feat: compress 16 core MCP tool docstrings (~78% token reduction)

Remove WHEN TO USE labels, numpydoc Parameters sections, and Returns
sections from 16 tool docstrings. FastMCP auto-extracts param docs
from function signatures; return docs are redundant post-execution.
