Otherwise publishing would fail due to removed support for Mac OS 13 and other outdated images being in use.
I've hit this problem in practice in
cargo-auditablealready and this fix mirrors rust-secure-code/cargo-auditable#241We could also enable Windows ARM builds now, but I'm holding that off and landing a minimal PR instead just to get things working.
