JobStatusUtilitiesis intended to isolate code which is common to DIRAC and DiracX to avoid importing parts of DIRAC which are supposed to not work with DiracX.In #8192 this isolation was broken which broke DiracX so this PR adds DiracX's unit tests to DIRAC as well as fixing the underlying issue.
