bcc64x needs ACE_HAS_TIME_T_LONG_MISMATCH, moved the implementation for that out of inline so that the compiler can't optimize ACE_Time_Value::zero

When using long workaround we can't use a const because the timeval operation will try to modify the const static object which causes an access violation with clang
