P2 Badge Do not publish cooled-down packages as supported

For package bumps that hit the 2-day cooldown, this file now advances maxVersionSupportedInclusive to the ignored NuGet version even though the generated test matrices still stop at the kept version (for this entry, PackageVersionsLatestMajors.g.cs still uses 4.0.102, not 4.0.102.1). That makes consumers of supported_versions.json report the cooled-down version as supported before it has been included in the package-version tests/manual review; the same pattern appears for the other cooldown entries in this commit. Please leave the supported cap at the kept/tested version until the cooldown passes.

Interesting, this is wrong @bouwkast 🤔 Looks like it happens when we have both a "valid" bump and a cooldown bump
