What does this PR do? What is the motivation?

Adds Feature Flags concept pages for Evaluation Tracking, Flag Organization, and Notifications. Trims getting started monitoring content that moved to concepts.

Stack: PR 2 of 5 — depends on #36916 (anna.fenske/feature-flags-docs-pr-1).
