What does this PR do?

Reverts #23672, which bumped the Rust version in builder Dockerfiles (Linux: 1.76 → 1.91.0, Windows: 1.74.1 → 1.91.0) and regenerated the .deps/resolved/ wheels and digests.

Motivation

Reverting the Rust version bump and the associated dependency resolution changes.
