refactor(runs): renumber migration 0194 -> 0195

Avoids a collision with enterprise's 0194 (mssql schema-name realign) that
landed on enterprise after this branch was last synced. TG-1047's dedup
migration moves to the next free slot per the migration-numbering convention.
