Add support for the global shortcuts desktop portal interface

After removing X11/xwayland global hotkeys, wayland users are no longer able to create global shortcuts (outside of the MPRIS compatible actions).

Defer to the various DEs! Let the XDG Desktop Portals handle it. :)

The alternatives are a bunch of bespoke solutions and third party scripts, none of which make for a great experience.

Additional context
The global shortcuts portal is so far only supported by the biggest DEs, but it's the general direction things are headed and most are looking to expand support (for example)

Each DE typically ships a desktop portal backend, along with other tools like GTK3 or kwallet. The same API can be supported by multiple available backends, and so they're prioritized via config files.

For example, KDE includes the xdg-desktop-portal-kde package, which then inserts its available interfaces under $XDG_DATA_DIRS (in this case /usr/share/xdg-desktop-portal/portals/kde.portal). You can sort out your setup by referencing man portals.conf.

But ultimately you shouldn't have to worry about what you have available on your system. The point is not to think about it, you just reach out to the portal API via D-Bus signals and let your system handle the rest. As in, platform agnostic, so when you reach out to org.freedesktop.portal.FileChooser it may open a file dialog to either GtkFileChooserNative or QFileDialog or whatever, depending on what is available on your system.

This is how Chrome picks out the native file picker for your system, or discord picks out a screen to share, or how VLC inhibits sleep during a video. Or just generally anything that requires permissions on modern linux desktops.

That's not what I asked though. I mean, if I add this code to deadbeef - how do I test whether it works? Is there some settings UI in kde or gnome? How can I access this functionality as a user?

In KDE it'll be added to the system settings under Keyboard > Shortcuts > Applications. For example, I use the OBS Wayland Hotkeys plugin, which pops up a dialog like this:

And shows up here under system settings:

I don't have a Gnome or Hyperland system readily available, but they have similar spots to manage global shortcuts.
