OpenID config per location

In cases when one site goes down, It will be really helpful to be able to configure OpenID URL for each location.

@FoxMDX Thanks for the suggestion. Defguard supports only one external IdP configured per instance, but we plan to allow users to configure multiple. We already have a task for that. Please follow it if you wish.

This will open up the possibility to choose a specific vendor for external MFA on a location.
